INTERNATIONAL CONFERENCE OF YOUTH 2 (COY2)
COY


From November 3-5, 2006 over 100 youth and young people from 19 countries gathered in Nairobi, Kenya and created a marketplace of ideas on how to develop and lobby for sustainable solutions to climate change.

The youth, from different backgrounds and cultures, set out to achieve 5 goals over the course of the 3 day conference. These were:

1. Develop an African Youth Resolution on a COP12 issue that held specific regional importance to African youth

A Regional Youth Resolution was selected instead of a Youth Declaration because it was agreed that the youth summit (COY1) held in Montreal in 2005 prior to COP11 had developed a comprehensive Youth Declaration on Climate Change therefore it was felt that to develop another general youth declaration would be a duplication of efforts. Instead, the international youth forum elected to have an official COY1 Youth Declaration sign-on and establish a tradition whereby each year a Regional Youth Resolution would be developed on a topic of particular interest to the region where the COP/MOP and COY meetings were being held that year. Consequently, at COY2 an African Youth Resolution was developed that addresses a specific climate change issue not being addressed at COP12/MOP2 but which African and International youth felt was of significant importance. This African Resolution, as well as all future COY Regional Resolutions, will be added as official addendums to the COY1/COP11 Montreal Youth Declaration on Climate Change.

2. Develop a Proposal for a Youth Stakeholder Group under the UNFCCC

In continuation from the ideas developed at COY1 and COP11 the COY2 youth set about developing a proposal for a Youth Stakeholder Proposal which was presented to the COP12 President and the UNFCCC secretariat on November 10th, 2006.

3. Develop a Youth Lobbying Strategy for COP12

4. Develop a COP12 Youth Media Working Group

5. Develop a South/North partnership in order to provide support and assistance, as requested, to the newly established African Youth Initiative on Climate Change

Climate change has become a concern for governments all over the world. This November shall witness the hosting of the 12th Committee of Parties meeting (COP12) organised by the United Nations Framework Convention on Climate Change (UNFCCC) and hosted by the Ministry of Environment in the Government of Kenya.

Youth participation in key decision making processes is vital and in this regard we have organised an international COY meeting just before the COP in order to develop youth capacity in the fields of environmental conservation and sustainable development and build on the success of the COP11 youth summit. This meeting shall also see the launch of the AYICC, an initiative engineered by African youth to expand existing networks to form an African youth coalition on climate change that will connect African youth organizations and youth oriented organizations working on climate change issues and develop assistive resources.

Though Africa's contribution to the emission of Green House Gases (ghg's) is minimal, it is nevertheless the most vulnerable continent to the effects brought about by drastic climate change, such as the incessant droughts suffered in recent years. It is in this breath that African Youth have decided to come to the fore and build partnerships with youth from the North in order to share experiences and engender a marketplace of ideas where youth can voice their concerns as the future leaders.

This conference shall be held in Nairobi from November 3-5, 2006 and will be attended by 75 youth from within the African continent as well as the continents of South America, Europe, Asia and North America.

COY2/AYICC Synopsis

The COY2 and AYICC conferences will be held concurrently and in conjunction from November 3-5, 2006 in Nairobi, Kenya.

The COY2 and AYICC projects propose to build on the successes of youth engagement at COP10 & COP11. These projects shall take advantage of the fact that COP12 is the first to be held in the heart of Africa by seeking to develop African youth capacity. Youth participation in workshops, plenary sessions and topical working groups will provide youth delegates with the opportunity to develop skills and tools to increase their involvement in concrete actions, raise awareness of the impacts of climate change and develop a network of international youth contacts. The COY2/AYICC conferences will also provide youth delegates with the capacity to participate fully in UNFCCC negotiations by providing concrete skills and a broad based understanding of climate change science, the UNFCCC, the immediate and potential impacts of climate change on African countries, the agendas and accomplishments of member countries and the skills to lobby governments to promote an African perspective and approach to climate change issues. The format for the youth training workshops and plenary will be largely the same as that used at the COP11 International Youth Summit (a.k.a COY1) in Montreal in November 2005.

The concurrent capacity-building conferences will also produce a Proposal for a Permanent Youth Advisory Committee on Climate, and delegates will officially sign-on to the Montreal COP12 Youth Declaration to which they will also append a Regional Youth Resolution on a COP12 topic important to African youth. This opportunity to develop these concrete feasible actions and lobbying materials in an international marketplace on youth ideas and creative will increase understanding among youth and leaders worldwide and will aid in ensuring that the perspectives of African countries dealing with the impacts of climate change will be considered in the development of climate change policies worldwide.

In addition, the AYICC conference, which will be held concurrently and in conjunction with the COY2, will provide a forum for African youth to develop the foundations for the AYICC network of African youth organizations and youth oriented organizations dealing with the realities of climate change. The workshop agenda has been developed by African youth from across the continent and with suggestions from youth worldwide in order to ensure that a clear AYICC structure, charter, interim council and long-term and short-term strategic plan will be produced by the end of the COY2/AYICC conference. The interim council will then be tasked with ensuring the success of the AYICC following COP12.
